 They say if you are from another country. Only certain individuals .

Can receive a birth certificate.

If you were claimed on taxes.

You cannot receive a Birth certificate.

But you can receive a passport. 

I will see if I can help out people with the sane name as me. Or if you are from Yugoslavia countries. 

Birth Transcript you need for traveling within the country you live in.

Pass Port you need for traveling outside of your country. 

I am told they are in Corning, New York right now going through people's paper work now.
